This man is the local head of Panwaslu, a non-governmental and at least partly independent organization set up to monitor and oversee the conduct of elections. Relations between Panwaslyu and the offices of the KPU (the Election Commission, which is in charge of actually running elections) are sometimes difficult, but the final result over three elections this year has been impressive to most observers.
